The Diversity Visa (DV) Lottery, also known as the Green Card Lottery, is a U.S. Government program that offers individuals from countries with historically low rates of immigration to the United States the opportunity to apply for a permanent resident visa (commonly known as a Green Card).

Each year, the U.S. Department of State randomly selects approximately 50,000 individuals through this lottery system.

Eligibility is determined by the applicant's country of origin (as defined by their place of birth), and applicants must meet certain education or work experience requirements. Winners of the lottery are granted the ability to apply for a Green Card, which allows them to live and work permanently in the United States. 

Note that the U.S. State Department typically opens a short application period for the Diversity Visa Lottery once a year, usually in the fall and the applications must be submitted online through the official U.S. Government website. There is no paper application process for the lottery.

There is no cost to enter the lottery, although there may be fees associated with the immigrant visa process if selected.
